Profile * Minimum 5 years of experience in IT project management and public procurement (proven and cumulative experience in each area). * Management of Strategic IT Initiatives: Proven experience managing large-scale, highly complex digital transformation projects involving multiple components such as Enterprise Architecture, MDM, software development, and system integration. * Knowledge of the Portuguese Public Contracts Code (PCC): Thorough understanding of the legal framework governing public procurement in Portugal, especially concerning the acquisition of technology-related goods and services, including conducting Market Pre-Consultations, requirements gathering, drafting procurement documents, advising the evaluation committee—particularly in responding to clarification requests and preparing preliminary and final reports. * Competence in Drafting Procurement Documents: Demonstrated experience in drafting and/or providing technical support for drafting procurement documents, notably Terms of Reference and Tender Programs, for complex IT projects. * Project Management Certification: Hold internationally recognized certifications such as PMP® (Project Management Professional), PRINCE2® Practitioner, or equivalent. * Comprehensive Technical Skills: Solid conceptual knowledge of modern software architectures (SOA, microservices), development methodologies (Agile/SCRUM, Low-Code/No-Code), data management systems (MDM), Cybersecurity and compliance (GDPR, ISO 27001\), and public procurement, verifiable through professional training or certifications. * Excellent Communication and Negotiation Skills: Ability to communicate effectively with stakeholders at all levels (from technical teams to senior management) and to facilitate negotiation processes and decision-making in complex environments. * Experience in the Portuguese Public Sector: Prior experience in projects for the Portuguese Public Administration, with familiarity with its technological ecosystem (notably iAP) and operational processes, is highly valued. Experience with Security Forces and Services is a preferred asset. Other Desirable Requirements: * Certifications: PMP, PRINCE2 Practitioner, IPMA C/B or higher, PM2 Advanced, or equivalents; * Training in public procurement, whether professional or academic (quantified in hours); * Prior training in Agile methodologies, whether professional or academic (quantified in hours).
