Consultative, research, planning, programming, evaluation, and application functions concerning technical and/or scientific methods and processes that support and prepare decision-making; . Autonomous or collaborative preparation of opinions and projects of varying complexity, and execution of other general or specialized support activities in common, instrumental, and operational areas of activity of agencies and services; . Functions performed with technical responsibility and autonomy, even if subject to qualified higher-level supervision; . Representation of the agency or service in matters within one’s area of expertise, making technical decisions aligned with directives or guidelines issued by higher authorities; * Within the scope of the competences of the Municipal Works Division, specifically: . Execution of the Municipality’s responsibilities regarding construction, maintenance, and rehabilitation of public infrastructure, outdoor spaces, social facilities, and all buildings owned or managed by the local authority and to be carried out via public works contracts; . Full coordination of all municipal public works contracts; . Coordination of the Municipality’s relations with ongoing State public works contracts within the municipality; . Management of design/construction processes for municipal buildings and public spaces; . Preparation and monitoring of implementation processes for buildings, outdoor spaces, communication routes, water and sanitation networks, and other municipal facilities funded by the Municipality, whether initiated publicly or involving construction projects for which the law permits charging third parties; . Promotion and monitoring of the preparation/implementation of projects in the field of municipal works; . Collaboration with other organic units whenever notifications or other actions ordered by higher authorities are required. .
