We are seeking a Project Manager for the Research, Development and Innovation (R&D&I) Directorate, focused on training and technical qualifications, with responsibilities for planning, monitoring, and implementing projects.

We are looking for a **Project Manager – Training and Technical Qualifications Area** to join the **Research, Development and Innovation (R\&D&I)** Directorate of the Welding Institute and Quality (ISQ), located in Oeiras.
**Main Responsibilities:**
* Planning the technical and financial implementation of project activities;
* Preparing, attending, or leading national and international meetings representing ISQ;
* Monitoring the overall progress of project activities;
* Supporting Work Package leaders in timely delivery of their respective results (outputs);
* Project quality management/evaluation;
* Preparing technical and financial project reports in accordance with contractual terms and in close coordination with the R\&D&I Directorate’s Contract Management and Financial Control Office;
* Liaising with project managing entities/coordinators during negotiation and implementation phases;
* Performing technical tasks related to project implementation in the areas of Adult Education and Training and Technical Qualifications;
* Identifying and promoting funding opportunities for projects aligned with ISQ’s strategic objectives within its core activity areas;
* Representing ISQ at events, networking sessions, and European conferences;
* Drafting proposals/applications for funded innovation projects in the field of Training and Qualifications;
* Performing communication and promotion tasks for projects, such as organizing events, public presentations, social media outreach, among others.
**Qualifications:**
* Higher education degree in education sciences, organizational sciences, or equivalent fields; management and administration of organizations and people; and/or engineering disciplines (Applicants holding other undergraduate degrees may be considered if they demonstrate proven professional experience in the relevant field);
* Minimum of 2 years’ work experience in European or equivalent projects (preferred);
* Prior experience in the full lifecycle of funded projects, including preparation, implementation, and evaluation (preferred);
* Familiarity with professional profile design, development of new qualifications, creation of innovative pedagogical resources, training methodologies, and frameworks for recognition and validation of acquired competencies;
* Knowledge of and/or experience integrating Social Sciences and Humanities (SSH) into R\&D projects, particularly in analyzing social, behavioral, and technology adoption dimensions;
* Proficiency in learning management platforms and e-learning authoring tools (e.g., Moodle, Articulate);
* Good written and spoken English (mandatory);
* Strong interpersonal and teamwork skills;
* Excellent planning, organizational, and rigorous working abilities;
* Autonomy, proactivity, and critical thinking;
* Flexibility and willingness to travel nationally and internationally.
