Under a Service Provision Contract.
We are seeking Public Procurement Technicians D/F/M to support Contracting Authorities, with the following profile:
**Required Education and/or Qualification:**
Bachelor’s degree in fields such as: Public Administration, Management, Law, or training/specialization in Public Procurement.
**Minimum Experience:** 10 years of experience in Public Procurement.

**Technical Competencies:**
* Proficiency in spoken and written Portuguese (C1\);
* Proficiency in user-oriented IT skills (*Microsoft Office* 365, with particular emphasis on Word, Excel, Adobe PDF, Digital Archives in *Cloud*, and other digital tools);
* Proficiency in digital communication tools (*Teams*, Email Clients such as Outlook, Chat Box, *Voip*, and *CRM*);
* Knowledge of GDPR and its implementation methods;
* Familiarity with European and Portuguese Public Procurement Rules and the MENAC (National Anti-Corruption Mechanism);
* Proficiency in the European and Portuguese Public Contracts Code;
**Brief Job Description:**
* Manage daily communications related to workflow;
* Analyze/verify the justification for procurement needs;
* Draft and verify procedural documents in coordination with the promoting entity and other technical units;
* Monitor procedures from launch through to award stage;
* Prepare reports;
* Monitor contract execution.
**Detailed Job Description:**
* Manage daily communications related to workflow across various adopted platforms (e\-mail and *tickets* \- CRM);
* Manage and execute a queue of requests and tasks under time pressure;
* Support the initiation of procurement procedures;
* Support drafting announcements in the DRE and JOUE;
* Draft all procedural documents;
* Advise on analysis and evaluation of tenders, bidders, and issuance of respective reports;
* Support execution of the award process, bidder qualification, and contract signing.
