**Offer Code:**OE202512/0489 **Offer Type:**Open Competitive Recruitment Procedure **Status:**Active **Organizational Level:**Municipal Councils **Agency/Service:**Oeiras Municipal Council **Employment Contract:**Indefinite-term Contract for Public Function Personnel (CTFP) **Work Regime:**General Careers **Career:**Senior Technician **Category:**Senior Technician **Complexity Level:**3 **Remuneration:**1st position, 16th level of the Single Remuneration Table – €1,442.57 **Monthly Supplement:**€0.00 **Job Description:**Perform duties inherent to the Senior Technician career, as stipulated in the annexed staffing table referred to in Article 88, paragraph 2 of the Statute of Public Function Personnel (LTFP), corresponding to Complexity Level 3, including the following functions and competencies: * Develop proposals for municipal urban plans, urban studies, and urban models for territorial planning, and identify constraints affecting the installation of equipment networks; * Collaborate in defining strategies, methodologies, and development approaches for urban and architectural interventions; * Develop studies and projects whose uniqueness justifies specific intervention, including construction supervision (sports facilities, social facilities, cultural facilities, heritage facilities, church restoration, youth housing buildings, public spaces); * Prepare and assess architectural projects, intervention plans, guiding studies, and territorial planning schemes—particularly in Historic Centers and Areas of Illegal Urban Origin; * Promote upgrading of built structures, equipment buildings, public spaces, and infrastructure; * Promote studies and projects contributing to heritage recovery and maintenance, including pathology analysis and diagnosis, and intervention methodologies; * Conduct research and documentation to support optimal recovery or construction projects (most suitable solutions); * Identify and formulate strategies for enhancing the municipality’s heritage elements and historically formed nuclei; * Study and propose emergency safeguarding measures for assets of historical, national, or municipal value or interest at risk of loss or deterioration; * Construction supervision and financial management, inspection, preparation and verification of on-site records, technical assistance during construction, works management, error and omission handling, promotion and inauguration of completed works; * Financial control of projects via an IT platform; * Monitor and inspect ongoing actions; * Develop an integrated rehabilitation process advocating interventions designed to enhance heritage, cultural, socioeconomic, and environmental values within targeted areas, promoting their sociocultural dynamism and population cohesion; * Review private construction projects under the Legal Framework for Urbanization and Construction and under economic activity licensing procedures, issuing respective technical opinions; * Inspection of private construction projects—prior and subsequent control of urban operations; * Provide technical support (in person, by telephone, and email) and clarifications to project stakeholders (applicants, requesters, and/or external entity technicians) regarding urban operations and economic activities; * Conduct urban studies regulating urban land use; * Assist in drafting municipal regulations and standards in the fields of urban planning and economic activities.
