Technical analysis and processing of applications for urban planning licenses, prior notifications, and authorizations for urban planning operations, as stipulated under the Urban Planning and Construction Legal Framework (RJUE); . Issuance of technical opinions within the scope of urban planning management; . Technical oversight of urban development execution and conduct of inspections; . Technical support in the preparation, revision, and monitoring of territorial management instruments; . Assessment of compliance of urban planning operations with territorial plans, municipal regulations, and applicable technical standards. Cross-cutting technical support to the Municipality: . Technical support in preparing public procurement procedures for public works construction contracts, coordinated with the Department of Public Works and Municipal Assets (DPOMA), including definition of technical solutions, procurement documentation, and budget estimates, as stipulated under the Public Contracts Code (CCP); . Technical oversight of construction contract execution related to municipal housing, urban rehabilitation, and municipal buildings; . Technical support to the Housing Office in defining, implementing, and monitoring a structured municipal housing plan; . Technical analysis of construction pathologies in municipal residential buildings and definition of rehabilitation and maintenance solutions; . Technical support to the housing maintenance team, complementing the designated supervisor’s role whenever a higher level of technical intervention is required; . Technical coordination with designers, contractors, external entities, and central administration bodies concerning housing, rehabilitation, and public works; .
