Independent or team-based preparation of opinions and projects of varying complexity, and execution of other general or specialized support activities in common instrumental and operational areas of competence of organs and services. Functions performed with technical responsibility and autonomy, even if subject to qualified higher-level supervision. Representation of the organ or service in matters within one’s specialty, making technical decisions framed by directives or higher-level guidance.
