In General: advisory, study, planning, programming, evaluation, and application functions involving technical and/or scientific methods and processes that underpin and prepare decision-making. Independent or group-based preparation of opinions and projects of varying complexity, and execution of other general or specialized support activities in common instrumental and operational areas of agencies and services. Functions performed with responsibility and technical autonomy, albeit within a qualified higher-level framework. Representation of the agency or service in matters related to one’s area of expertise, making technical decisions aligned with directives or higher-level guidance.
