Two distinct intervention areas are considered: a) Coordination of safety during the design and construction phases of municipal contracts, pursuant to Decree-Law No. 273/2003, of 29 October, as currently in force. b) Monitoring occupational safety and health processes of the Municipality of Bragança, in coordination with the legal framework for promoting occupational safety and health approved by Law No. 102/2009, of 10 September, as currently in force. In this context, generally: Performs advisory, study, planning, programming, evaluation, and application of technical and/or scientific methods and processes that underpin and prepare decision-making; provides technical information during the design and execution phases regarding preventive measures relating to facilities, workplaces, equipment, and work processes; develops an occupational risk prevention program; promotes health surveillance, as well as the organization and maintenance of clinical records and other informational elements concerning each worker; provides information and training on risks to safety and health, as well as on preventive and protective measures; organizes collective and individual prevention and protection resources and coordinates measures to be adopted in case of serious and imminent danger; promotes the posting of safety signage at workplaces; coordinates internal safety inspections regarding the degree of control and compliance with safety and prevention standards and measures at workplaces. Carries out all tasks while adopting occupational hygiene and safety measures. Performs all related or functionally linked activities for which the worker possesses appropriate professional qualifications and which do not entail professional devaluation. Specifically, by sector, within the scope of: Safety Coordination During the Design Phase * Collaborates with the Client in preparing the tender process for the contract and other preparatory acts for construction execution, specifically regarding occupational safety and health; * Prepares the Safety and Health Plan for Design or, if prepared by another person designated by the Client, carries out its technical validation; * Organizes the Technical Compilation of the Work and its supplement in cases where no Construction Safety and Health Coordinator is appointed; * Informs the Client about their responsibilities under Decree-Law No. 273/2003, of 29 October. Safety Coordination During the Construction Phase (Decree-Law No. 273/2003, of 29 October) * Assesses development and validates updates to the Safety and Health Plan for construction execution and, where applicable, proposes appropriate amendments to the executing entity for technical validation; * Analyzes the adequacy of the Safety and Health Data Sheets attached to the Safety and Health Plan and, where applicable, proposes appropriate amendments to the executing entity; * Promotes and verifies implementation of the Safety and Health Plan, as well as other obligations of the executing entity, subcontractors, and self-employed workers—particularly regarding site organization, emergency systems, existing constraints at the site and surrounding area, works involving special risks, special construction processes, activities potentially incompatible in time or space, and communication systems among project stakeholders; * Records safety and health coordination activities in accordance with applicable legal provisions and generates necessary evidence; * Ensures the executing entity maintains the properly organized Safety and Health Plan on-site, including all documentation related to construction safety. This documentation belongs to the Client and is transferred to the Client’s archives upon completion of the contract; * Prepares monthly Safety Coordination Reports; * Promotes and verifies compliance with obligations incumbent upon the executing entity, including subcontractors and self-employed workers; * Coordinates and monitors correct application of work methods, to the extent they affect occupational safety and health, through procedures, instructions, and safety and health data sheets; * Ensures the executing entity restricts access to the construction site to authorized personnel only; * Regularly informs the Client about the results of the safety and health assessment conducted at the construction site; * Prepares and updates the Prior Notification to be submitted to ACT (Authority for Working Conditions), as stipulated in Decree-Law No. 273/2003, of 29 October; * Ensures updating and compliance with all requirements of applicable legislation and regulations concerning Safety and Safety Coordination; * Drafts minutes of Safety Coordination Meetings held; * Evaluates the performance of executing entities according to legal standards.” **Workplace** **Number of Positions** **Address** **Locality** **Postal Code** **District** **Municipality** Bragança Municipal Council 1 Forte S.
