New Indoor Antenna

Selling a new indoor antenna. I do not understand how it works (instructions shown in the image). Located in Vila Nova de Gaia. I will hand it over in person at my residence, but I will not travel to make deliveries. It is also possible to send it by regular/registered mail (shipping costs borne by the buyer).
