Independent or team-based preparation of opinions and projects of varying complexity, and performance of other general or specialized support activities in common instrumental and operational areas of agencies and services. Functions performed with technical responsibility and autonomy, even when supervised by qualified higher-level personnel. Representation of the agency or service in matters within one's area of expertise, making technically grounded decisions aligned with directives or higher-level guidance.
