THE PORTUGUESE DENTAL MEDICAL ASSOCIATION is looking for a **Legal Counsel** to join our team at our headquarters in Porto.
**Job Description:**
* Support the management of legal documentation and archives of the PDM, both in physical and digital formats;
* Provide administrative advisory services to expert committees, establishing contact with courts, experts, and other entities;
* Support the review and formatting of regulations for publication in the Official Gazette (Diário da República);
* Proactively analyze legislation and regulatory frameworks impacting PDM activities, issuing opinions and recommendations aimed not only at risk mitigation but also at identifying opportunities;
* Manage the enforcement process for membership fees;
* Monitor internal procedures such as the whistleblowing channel, anti-corruption risk prevention plan, and related violations, including case file processing;
* Lead and manage public procurement processes across all stages—from drafting procedural documents to advising on contract execution—ensuring compliance with the Public Contracts Code;
* Support and monitor the creation and improvement of processes, procedures, and tools to enhance service quality, aligned with applicable quality management systems and regulations;
* Assist in drafting orders, notifications, official letters, and resolutions on legal matters handled by the unit.
* Provide legal support to other internal departments or areas of the PDM, as required.
**Requirements:**
* Bachelor’s degree in Law;
* Minimum 2 years’ professional experience as a legal counsel, preferably in public law;
* Solid knowledge of national legislation;
* Familiarity with the Public Contracts Code;
* Strong knowledge of Public Law, Administrative Law, and Professional Deontology;
* Proficiency in Microsoft Power BI and other relevant IT tools (MS Office) — preferred;
