Job Summary: GIS Analyst responsible for designing, developing, and managing geospatial solutions, ensuring the administration and evolution of ANACOM's GIS platform. Key Highlights: 1. Lead the design and development of geospatial solutions. 2. Manage and evolve ANACOM's GIS platform, integrating it into business processes. 3. Optimize information flows and proactively address task resolution. ANACOM is the national authority playing a central role in regulating the electronic communications, postal, space activities, and digital services sectors in Portugal. ANACOM is currently seeking to recruit a GIS Analyst for its Directorate-General for Information and Innovation (DGII). **Area of Responsibility** Responsible for designing, developing, and managing geospatial solutions, ensuring the administration and evolution of ANACOM's GIS platform and its integration into organizational processes. The role involves analyzing and modeling geographic information, developing applications (web and mobile), thematic maps, and decision-support dashboards. It also includes coordinating with organizational units, promoting platform usage, and identifying opportunities to improve geographic information management. **Required Profile** * Higher education degree in Geographic/Geospatial Engineering, Information Technologies and Systems, Geography, or related fields. * GIS expertise, preferably with experience in ESRI technologies across Desktop, Server, and Portal/ArcGIS Online components. * Proficiency in Python. * Knowledge of enterprise database systems: PostgreSQL or SQL Server. * Ability to understand, analyze, and optimize information flows supporting business needs and processes. * Analytical, synthesis, technical documentation writing, and presentation skills. * Interpersonal skills and orientation toward teamwork in multidisciplinary environments. * Proactive attitude toward task resolution and proposal of solutions. * Initiative and creativity. * Proactivity in continuously updating professional knowledge. * Fluency in spoken and written Portuguese, and good command of English. * High adaptability to change and resilience. * Minimum of five years’ proven professional experience. **Preferred Qualifications** * Javascript, HTML5/CSS3, MVC .Net C#, Rest/JSON, and SOAP are preferred. * Master’s degree or postgraduate qualification in Geospatial Sciences or related fields. **Guiding Principles** The candidate should possess a mission-driven mindset, be motivated by public interest and high professional standards.
