It is expected that all functions inherent to the professional category, as stated in the annex to Law 35/2014 of June 20, known as LTFP, provided for in Article 88\.° Complexity Level 3, will be carried out with autonomy and responsibility, namely: Independently or in a team, prepare environmental assessment reports, project licensing evaluations, inspections, opinions of varying complexity levels, and perform other general or specialized support activities within the areas of operation of SMAS; Perform duties with technical responsibility and autonomy, even under qualified higher supervision; Ensure management of activities, particularly water abstraction, pumping, storage and distribution, functional maintenance of systems, installations and associated equipment, and water quality control, including preparation of Water Quality Control Plans, Risk Matrices, Improvement Plans, reporting to the Regulatory Entity for Water and Waste Services (ERSAR) on water quality indicators and service quality indicators; Ensure the development and modernization of water abstraction, pumping and storage systems; Study and propose to the Hierarchical Superior actions or works deemed necessary for the development and efficiency of the service, aiming at improving the service provided to citizens; Ensure management of operation, maintenance and operational activities of wastewater treatment plants (WWTPs) and wastewater pumping stations (WPSs); Prepare and propose measures for construction and maintenance works of WPSs and WWTPs and acquisition of new equipment; Promote joint planning by various departments of WWTP operations to standardize operating, maintenance, analytical control, hygiene and safety procedures; Supervise, evaluate and validate the quality and effectiveness of work carried out in the operation of WPSs and WWTPs; Ensure availability of information regarding operation and maintenance of WPSs and WWTPs and technical characteristics of existing equipment; Ensure management of planning, design and construction activities of facilities ensuring water supply and wastewater and stormwater sanitation services; Promote studies forecasting short, medium and long-term water and sanitation needs according to municipal development; Issue opinions on expansion and rehabilitation of water supply, drainage and wastewater and stormwater treatment systems; Promote improved performance through adoption of simplification and rationalization measures in work methods and processes, aiming to enhance service quality; Provide technical assistance to departments and ensure general preventive maintenance of assets, particularly: supporting supervisors in carrying out their duties, ensuring proper electrical operation of electromechanical equipment and control and minimization of electricity consumption, in coordination with other operational areas; perform effluent monitoring and measurement tasks and operate wastewater treatment plants, pumping stations and rising mains, including their operational maintenance such as sand, screenings and sludge removal; Effluent, waste and wastewater pollution quality control; Monitor and prepare studies and projects related to climate change issues, particularly participation in PMAC; Develop waste management tasks, plan management of various waste streams under SMAS responsibility, optimize waste collection systems, guide operational teams, implement pilot projects in waste and circular economy, and monitor, develop and update PAPERSU; Plan waste collection activities, conduct studies on organic waste collection, domestic and community composting, carry out field surveys, update geographic information systems, and organize community awareness sessions in partnership with the Municipality;
