This includes independently or collaboratively preparing opinions and projects of varying complexity, carried out with responsibility and autonomy, as specified in the annexed table of the LTFP (Statute of Public Service Workers). Specifically, responsibilities include: Forest Planning and Management — Develop, monitor, and update the Municipal Forest Fire Defense Plan (PMDFCI); promote sustainable forest management and rural land-use planning, in coordination with regional and national entities (ICNF, ANEPC, CCDRC, ARH, CIMRBSE); identify and characterize forest areas within the municipality, maintaining updated forest mapping; support the implementation of forest management plans for public, communal, and private properties; supervise and ensure compliance with legal obligations regarding fuel management; develop and implement the mandatory annual municipal operational plan; support public training and awareness initiatives on fire prevention; organize meetings of the Municipal Integrated Rural Fire Management Commission, providing advisory and secretarial support. Afforestation — Assess projects under the Legal Framework for Afforestation and Reafforestation (RJAAR); verify alignment with regional forest planning instruments and other territorial planning documents; supervise such projects; ensure afforestation maintenance complies with legal standards, including protection of endangered or ecologically and culturally significant species; prepare technical reports and opinions related to interventions in urban tree populations, ensuring compatibility with municipal planning; conduct urban tree inventories and draft associated legally mandated regulations. Issuance of Opinions on Licensing — Issue mandatory technical opinions on licensing applications affecting forest land or land located within 50 meters thereof, pursuant to Decree-Law No. 82/2021 of 13 October, as currently in force. Support for Applications and Funding — Support the preparation and submission of applications for national and European Union funding related to: forest management and restoration, urban afforestation and landscaping, fire prevention, sustainability, and biodiversity. Post-Fire Recovery Support — Collaborate in the assessment of burnt areas and development of recovery and reforestation plans; assist landowners and communities in restoring forest potential and urban green spaces; prepare applications for Municipal Emergency Funds and for private individuals. Carry out all tasks requested as necessary and inherent to fulfilling the assigned mission, aimed at achieving objectives set by superiors; know and apply relevant laws, regulations, orders, and instructions issued by hierarchical superiors, and perform duties in accordance with established objectives and using appropriate competencies; provide support to all organizational units of the Municipal Council; undertake any other tasks or projects assigned within the scope of professional qualifications.
