Ensures liaison between the Asphalt Brigade and DFIS operations; analyzes complaints submitted to the services potentially related to external works (building or public networks); verifies, within the Certification System, solutions to be implemented for addressing non-conformities and corrective actions; defines areas affected by interruptions in the Municipal Water Supply System, referencing them on cadastral maps and orthophoto maps, and describing all streets or localities covered by the intervention; certifies that works are carried out within the period specified in the interruption notice; analyzes and evaluates compensation claims for damages caused by the public water network, attaching supporting documentation for submission to the insurer via the Legal Office; prepares Maintenance Plans and ensures their implementation, particularly concerning pressure-reducing valve maintenance, pressure measurement plans, network flushing plans, and fire hydrant maintenance plans; assesses requirements for renovation/replacement and extension of the water supply network and respective branch lines, based on anomaly records and knowledge of the network and distribution systems, proposing solutions and coordinating direct-administration works; updates the water cadastre following direct-administration interventions involving repair, renovation, or extension of the water network; coordinates, during project development and construction, works on the Water Supply Network carried out under direct administration, ensuring material supply, watertightness testing, and support in pipeline disinfection; verifies safety and quality conditions of work execution; manages maintenance of electromechanical equipment assigned to the Division; manages and schedules availability of vehicles, equipment, and work teams, as well as specific tools; supervises and controls execution of publicly tendered construction works and land development projects, ensuring proper progress toward compliance with respective projects; proposes, during construction, modifications to execution projects where justified; prepares measurement reports for public construction contracts; prepares periodic reports on the progress of supervised works; provides data for updating cadastral records in accordance with the GIS; analyzes ongoing projects per the SGI-defined criteria; collaborates in drafting the multiannual investment plan; ensures monitoring of service providers' activities; prepares various reports related to expansion, maintenance, and conservation works on water supply infrastructure, domestic and stormwater drainage systems, and associated facilities (treatment plants; pumping stations; reservoirs; maneuver chambers, etc.); organizes procedures and drafts Terms of Reference related to launching public tenders for projects and public construction contracts; collaborates in conducting studies and projects for infrastructure and systems under SMAS responsibility; analyzes and issues opinions on public construction projects and building water/sewer networks, as well as land development infrastructure; ensures integration into projects of occupational health and safety rules applicable to public construction contracts and respective construction and demolition waste management plans; prepares monthly activity reports for the organizational unit and reports under the SGI framework; collaborates in drafting the Multiannual Investment Plan; participates in tender evaluation panels for projects and public construction contracts, performing preliminary and final analyses and opinions on award decisions, without prejudice to other tasks assigned in this area, such as clarification of errors and omissions.
