Accident or assassination attempt? The case expired fifteen years ago, without resolution. Of the 150 haemophiliac patients who received plasma treatment contaminated with the HIV virus in public hospitals, only 30 survived. The accusation fell upon then-Health Minister Leonor Beleza. Was there negligence—or not? In 2003, the Supreme Court of Justice decided to close the case. It had expired without ever reaching trial.\r\n\r\n\r\n\r\nIn 2005, the Freeport scandal erupted, dragging José Sócrates’ name into the public spotlight. The then-Prime Minister was never questioned by the judiciary. Likewise, Paulo Portas was never heard in the Moderna Case or the Submarines Case. Seven years later, the two sole defendants in the Freeport trial were acquitted of all charges due to insufficient evidence.\r\n\r\n\r\n\r\nFor the same reason—insufficient evidence—the three proceedings involving FC Porto President Jorge Nuno Pinto da Costa, within the scope of the Apito Dourado (Golden Whistle) investigation, were also shelved. Despite being sentenced to disqualification from office, Valentim Loureiro retained his position as mayor of Gondomar.\r\n\r\n\r\n\r\nFátima Felgueiras, implicated in the Blue Bag Case, was likewise sentenced to disqualification from office—but it was not a judicial order that led her to step down; rather, it was the electorate’s will. Isaltino Morais, by contrast, entered prison only in 2013—ten years after the Swiss bank accounts scandal broke—and only after countless appeals. Throughout this entire period, he remained in office as Mayor of Oeiras. Even while imprisoned, he submitted his candidacy for the presidency of the Municipal Assembly.\r\n\r\n\r\n\r\nThese are just some of the fifteen scandals Portugal has witnessed over forty years of democracy. Virginia López, correspondent for El Mundo and Radio Cadena Ser for ten years, examines these cases with an objective, detached perspective, tracing their histories and the manner in which justice responded.
