Independently or as part of a team, prepare opinions and projects of varying complexity, and carry out other general or specialized support activities within the common, instrumental, and operational areas of competence of organs and services, including the following: Collaborate in drafting regulations, bylaws, and ordinances, as well as proposals to amend existing regulatory provisions under the competence of the Services; Issue legal opinions requested by the Board of Directors or its Chairperson, the Delegated Director, and all organic units; Verify the content and technical-legal accuracy of resolutions, acts, and contracts submitted for review; Provide legal advisory services upon request from various organic units; Prepare, process, and monitor administrative offense proceedings; Process and monitor disciplinary proceedings initiated against Services’ staff; Analyze daily legislation published in the Official Gazette (Diário da República), promoting dissemination of legislation applicable to the Services’ scope of action; Draft, in accordance with provided instructions, draft agreements or protocols to be concluded with public entities; Propose adoption of new procedures or modifications thereto by the Services, particularly when required by changes in legal or regulatory provisions; Provide legal support for procurement procedures and contract execution, ensuring their legal compliance; Prepare and submit to the Court of Auditors contracts subject to audit oversight, supported by the Accounting and Public Procurement Sections and other Divisions; Support inspection teams, whenever requested, to ensure fieldwork (e.g., construction or actions) complies with project specifications, contracts, or applicable legal and regulatory provisions; Process and issue opinions on complaints and hierarchical appeals, as well as submissions concerning acts, omissions, or procedures; Assess and issue opinions on all matters involving contractual and non-contractual civil liability of Mafra Municipalized Water and Sanitation Services (SMAS); Verify all procedural steps and assess claims of prescription raised by defaulting users, with the aim of either issuing debt certificates for enforced collection or declaring debts irrecoverable, as decided by the Board of Directors; Mediate negotiations and conclusion of agreements with third parties concerning disputes arising from SMAS Mafra’s activities; Issue opinions on all matters relating to personal data protection, in coordination with the officer responsible for managing, processing, and preserving personal data; In coordination with the officer responsible for managing, processing, and preserving personal data held by SMAS Mafra, guarantee all rights of access and protection, and ensure interaction with the National Data Protection Commission, whenever necessary. 24 April 2026 – The Chairperson of the Board of Directors, Hugo Manuel Moreira Luís. **Workplace** **Address** **Locality** **Postal Code** **District** **Municipality** Mafra Municipalized Water and Sanitation Services Rua Constância Maria Rodrigues, No. 19 Mafra 2640389 MAFRA Lisboa Mafra **Quota for Persons with Disabilities:**0
