Appointment to the position of Information Systems Office Coordination may, where applicable, be effected through a public interest assignment agreement, pursuant to Articles 241 and following of the General Labour Law for Public Functions (GLL-PF), approved as an annex to Law No. 35/2014 of 20 June, as currently amended. **Workplace:** Porto **Number of vacancies:** 1 Main responsibilities may be consulted in the aforementioned HRA Internal Regulation. 1\. **Mandatory Requirements:** 1\.1 **Academic Qualifications** Holding one of the following qualifications is a mandatory requirement for admission to this recruitment procedure: a) Bachelor's degree in a field relevant to information systems and digital transformation, namely: * Computer Engineering; * Computer Engineering and Computing; * Information Systems Engineering; * Information Systems Engineering and Management; * Computer and Information Engineering; * Computer Science / Computing Sciences; * Information Systems Management; * Data Science; * Information Technologies; * Or other related fields deemed equivalent. **Or** b) Bachelor's degree in Engineering or Applied Mathematics, provided it is complemented by a Master's degree or Postgraduate qualification in one of the following areas: * Computer Science; * Information Systems; * Computing; * Data Science; * Or other related fields deemed relevant to the performance of the duties. 1\.2\. Professional Experience in Information Systems The following professional experience is a mandatory requirement for admission to this recruitment procedure: a) Minimum of 5 years’ professional experience in managing, coordinating or governing information systems, covering: i. Technological infrastructures; ii. Applications; iii. Data and information security, including liaison with and supervision of external providers, ensuring alignment with organisational strategic objectives. 1\.3\. Professional Experience in Leadership and Change Management The following professional experience is a mandatory requirement for admission to this recruitment procedure: a) Proven minimum of 3 years’ experience in coordinating or leading multidisciplinary teams, including: i. Planning and managing activities / projects with defined priorities; ii. Performance management; iii. Promoting collaborative work in contexts of organisational change or technological evolution. 1\.4\. Portuguese Language Proficiency Proficiency in spoken and written Portuguese, including technical terminology, appropriate for performing the required duties. 2\. **Preferred Requirements:** The following are non-eliminatory factors enhancing a candidate’s profile: 2\.1\. Proven professional experience in: a) Defining information systems strategies; b) Interoperability projects between systems; c) Implementing digital solutions; d) Information systems in the health sector. 2\.3\. Professional experience in digital transformation and innovation a) Relevant experience in designing and implementing projects in the field of information systems; b) Experience in digital transformation projects, modernisation of information systems and/or technology-supported business process reengineering, notably through, for example: i. Implementation or modernisation of institutional platforms and applications; ii. Dematerialisation, automation or simplification of processes; iii. Implementation of decision-support, data analytics or reporting solutions; iv. Migration or modernisation of digital infrastructures and services; v. Data governance, information security or operational continuity projects; vi. Implementation of collaborative tools, digital workflows or digital services aimed at internal or external users; vii. Technology-supported organisational improvement initiatives. 2\.4\. Interoperability, artificial intelligence, data quality and analytics (projects focused on these areas) a) Experience in using, governing or leveraging data, including system interoperability, information quality, data analytics or decision support. 2\.5\. Institutional context and public sector a) Professional experience in institutions subject to the Public Procurement Code and the General Data Protection Regulation, as well as other legal compliance matters applicable to information systems. 2\.6\.
